Jacqueline Best argues that the changes in International Monetary Fund, World Bank and donor policies in the 1990s, towards what some have called the 'Post-Washington Consensus,' were driven by an erosion of expert authority and an increasing preoccupation with policy failure. Failures such as the Asian financial crisis and the decades of despair in sub-Saharan Africa led these institutions to develop governance strategies designed to avoid failure: fostering country ownership, developing global standards, managing risk and vulnerability and measuring results.

Water, because it is so fundamental and irreplaceable to humans and their activities, is an all pervasive issue that underpins the social fabric of every society. This means that water policy is cross-sectoral, directly and indirectly affecting and affected by almost all other sectoral policies such as agriculture, urban development, rural development, health, housing, economic development. Effective implementation of any cross-sectoral policy requires that co-operative governance processes have to be established on the ground, and not just considered as some form of laudable principle.

Explaining the science and technology policies of regional governments

There is simultaneous trend of regionalisation and decentralization in Europe, a trend that has also affected the science and technology policy domain, with an open debate on the functioning of the multilevel governance system. Regional authorities have become directly involved in the design and implementation of regional S&T policies, however the interventions of sub-national governments are much more diverse than the prevailing view about the convergence of regional policies towards innovation policies might imply.

Analysing policy processes as multiple governance: accountability in social policy

There is a need to develop appropriate ways to analyse issues about complexity in
the governance process and about accountability. The preoccupation with policy
‘stages’ need to be replaced with a more complex model of the way in which policy
decisions are inter-related or ‘nested’. It is argued that a ‘multiple governance
framework’, influenced by Elinor Ostrom’s ‘institutional analysis and development’
framework, offers a way to do this.
